so basically the western company moves all the polluting factories and high power demanding (high pollution) industries to China and enjoy the cheap output from China with China paying the cost, then blame China for pollution?

That sounds like, slave master blame the slave for not enjoying life, not wearing proper clothes. Don't you think?
It's more like CCP leaders egerly sucked up all industries, polluting or not, into China for its own economic and social development, and in turn became the world's worst polluter by far. No one even comes close to China in creating pollution.

China is now an increasingly well off country, with hundreds of millions middle class citizens who pressure the government to improve quality of their lives. In that process, China shows its traditionally pragmatic self and use solution-based strategy to address pollution. By improving China's environment, it benefits everyone living on the same planet.

Great to see China cooperating with the international community on renewable energy. China is the worst polluter in the world, and efforts to reduce its emission is welcomed by all.

America is the worse polluter per capita. Since Trump boy had just withdraw the US from the Paris Accord, the world will now look up to China for leadership in both green technology production and research for lowering of carbon emission.

Sounds great but I wouldn't really bet all my eggs on China taking up that role, at least not in the traditional way. Being the leader on global climate conversation comes with responsibilities and sacrifices that China may be unwilling to make and I would not want to see them forced on China either (even if by flattery). Buttttt China is the world leader on self-benefiting green energy. That's always a great thing.

True, but the world climate concern citizens needs a big super power to lead the way in many initiatives to improve the Earth's over all climate health for next 100 years which will be very critical. That way they can put pressure onto their local governments to do its part without sacrificing too much (as in jobs and economy growth).

It is not like one side want more than the other. On a individual level in every corner of the world, the poor is willing to take up the dirty and dangerous job, the rich is happy to pass on those job to someone else.

Neither does it have anything to do with CCP whom you enjoy laying the blame on. Remember "Bhopal disaster"? That is a good example to say that regardless form of government, it is always the poor and under-developed countries and people to bear the human cost for enriching the already rich.

So the last thing I expect to hear is people from the rich world blaming the poor for pollution, regardless China or India etc. etc. (that list is long). And the rich countries are to be blamed for not sharing the pollution controlling technologies for an affordable price, I am not demanding free yet, but for the sake of whole humanity, it should be free.

Essentially, the accelerator in the reactor design produce fission material on the fly by transmuting non-critical to critical.
That means most of today's nuclear waste (sub-critical, useless) can be burnt by this new type of reactor.

So it works differently than fast breeders?

I live in Canada, I can use some global warming.

Pollution is like pissing in the pool, it knows no borders. If China wants the industries and the energy to run businesses and homes, there will be pollution. And they recognise that there will be more with the growing wealth. So they want to limit it for their own purpose.

You can't say some of the pollution China generate should be exported, because that cost was already built into the pricing model for the manufactured product. If they want to reduce exports pollution, then they need to charge more and put in scrubbers.

But China only industrialized in the last 30 years while the US and the west has been polluting for the good part of last 100 years
So the accumulated pollution sofar is not cause by China but by the west They should carry the largest burden of cutting the pollution

Where do you start counting for accumulated pollution? 100 years, 200 years? No one will find it fair. Better to keep it simple and work on the present and future, works to everyone's benefit.
