No those companies do not develop the Silicon ingots.
There are only a few companies that has the ability to develop silicon ingots that are suitable for IC chips especially the 450mm ones which are Shin‐Etsu Handotai (SEH), Sumco, Wacker and, LG Siltron.
Shin-Etsu and Sumco are Japanese, Wacker is German and LG is SK but it seems as if Wacker and LG has not moved up to the 450mm stage due to lack of demand.

On the other hand, the Red Dynasty's increasing hostile business policies towards foreign companies and NGOs acts as breaks and impede its own efforts to assimilate the world. Resistance isn't futile.Not really a surprise considering most of the hardware related jobs (server development, circuitry design, etc.) are moving to China.
