Looks like IBM is shutting down all of their China R&D operations and laying off about 1000 Chinese employees. They’re shifting the whole center to India. I think other companies in China will be able to absorb the laid off employees depending on what specific R&D they were working on.

It's actually hilarious people are still pretending that the tech war can be won for the west.
Fundamental research translating to widely available commercial products takes a long time and is highly uncertain though. The U.S. has substantial incumbent advantages, which are very valuable (ex: the U.S. was first to market with both the COVID vaccine and ChatGPT, both due to in part, historic advantages in biotech and ICT).

For each individual technology. It's a numbers game, hence the >90%.
The U.S. has substantial incumbent advantages, which are very valuable (ex: the U.S. was first to market with both the COVID vaccine and ChatGPT, both due to in part, historic advantages in biotech and ICT).
Every single incumbent advantage that America has or had is being eroded. That is highly certain and the trend is crystal clear.
