Yes, it's Chinese but if I recall correctly it's not governemnt backed and is more for the export market.
I believe that's the sh-1 (or sh2, sh3?) on a chasis for export. It's amazing how a scheme of professional looking paint can change the perception of quality of a whole piece of equipment.
I think the pla is currently fielding a variant of this very capable system on a different chasis... They seem to already be in service in large numbers and has been for a while, if I have my designations right.

Yeah I think the pla is fielding the 122mm variant (sh-2?). I'm not sure which variant that picture shows but i think it's almost definitely a norinco product... It's just that quite a few countries are fielding new truck based howitzers on recent years which all look similar to my untrained eye.

picture do not tell much, if this round is GPS guide excalibur or german DM-702 smart round.if the round can fire either from standard artillery round or MLRS.
but some commentaor believe the guide round is similiar to Diehl DM-702 round.

It's a type of terminal adjusting round that can determine the direction and position of the target towards the end of it's flight, and re-orient its warhead towards the target.
Can be fired from multiple platform, mainly used to attach top armour of vehicles. Designed for 21th century information warfare, relatively far engagement distance, high hit probablity, high lethality, good cost-to-benefits, and is a fire-and-forget munition.

Apparently it is different from a normal guided round (which continuously track target)in that it is more fired towards the general direction and then hope that the on board sensors finds the target as it reached the terminal stage of the flight.
The PLA already have fully guided artillery launched projectile, but this is a cheaper alternative that can be fired from normal artillery pieces.
It works similar to the CBU-97 Sensor Fuzed Weapon, except that the CBU-97 is clustered air dropped. (PLA is apparently working on such a version as well)
