I dont think that is the case at all
China has done what it could with what it had available to it, the Z9 is the most widely used helicopter and in probably the most types of rolls too
AC313 a 13-ton helicopter from design and set up in a matter of years after the 2008 earthquake just shows how fast China can do things
yes there is a shortfall of helos for the Navy but that is something that is being addressed as we speak, once helos like Z15 start coming through the shortfall will be addressed
if China wants they could quite easily ramp of Z9 and Z8 helo production, but what would be the point if in the coming years they will need replacing anyway with more advanced helos
China had
2 x Ka-28PL delivered in 1997
5 x Ka-28PL in 1999
3 x Ka-28PS SAR version in 1999
9 x Ka-28PL in 2010
total Ka-28 = 19
and plus 9 x Ka-31 in 2011
plus they have
33 x Z8 helos and 23 x Z9 helicopters
so in total around 84 helicopters for the Navy maybe few less due to crashes of Ka-28/Ka-31
which actually isnt that bad but still a shortfall, with the number of surface ships rising more will be added
