They've hinted that this aircraft might just be a university's experimental project and probably won't go into mass production. Back during China's earlier development stages when resources were tighter, the country needed to pool resources into flagship research programs. That's why most aircraft models revealed back then ended up being mass-produced. But now that China has greater resources, many universities and institutions are pursuing all kinds of experimental projects—plenty not even aimed at mass production. They're asking everyone to temper expectations and not get too hyped up about this particular aircraft.
They're just trolling Trump.

USA: With the rising costs and complexities of 6th gen aircraft design, we have decided to cut other projects and go all in on one viable design, the F-47, which we are discussing the design requirements for now.

China: OK, yous hotshot tech universities can each come up with a 6th gen prototype and we'll do a fly-off a the end of the year to see which university ranks the highest.

Nanjing University of Aeronautics and Astronautics: I think that's an unreasonable demand.... to make it so that each university can only enter 1 prototype when we have several teams that all want to compete and can each put one together.

I don't know, but assuming the video was posted to Twitter around the time it was actually filmed, then it would be more likely to be near Shenyang than Chengdu or Xian. Pretty much everything southwest of Beijing has been under cloud cover for the past day, and we can see very clear blue skies in the shot.

Looked a bit more at the cloud coverage over Shenyang, and I think that it was filmed roughly SSW-ish of Shenyang city center at around 9:30 AM local. Take this with a very large mound of salt.
