Yes its possible.
Let me give you example, in the past Msft pushed out Windows update that deleted certain software from users machines without consent nor notification, for example the CCleaner incident
All Google has to do is miscategorize it as malware or security risk and then it will automatically delete it if it finds it again on your device.
Its all politics, if the US gov wants Google to label WeChat as a malware then it will, then it gets deleted on discovery by the Play Protect that is always on by default.

I assume each application comes with an APP if that could be picked up by the operating system before it runs. Just prevent apps on the blacklist from running?
