There is no such news that I'm aware of. Perhaps the news was about Kilo subs?

Just saw this pic on a Chinese website. I'm not quite sure about the weapons upgrade (coz the original weapon systems aren't that bad anyway, and it's just a waste of many to change the weapon system which PLAN just paid for not long ago). But its cosmetic upgrades are certainly feasible. I think cosmetic change alone would make 138 a much modern ship. Coz as I said it's weapon system are as good as any other ships in PLAN.

Anyway what China needs is more advanced antisubmarine technologies for its ships, this is crucial if China wants to develop a true Blue Water Navy.

China needs to upgrade their ASW capabilities. Right now, the bulk of the Chinese surface fleet is using as their primary sonar is a hull mounted version, while Western navies are already up to either a VDS (Variable Depth Sonar) or are using a Towed array sonar as their primary anti-submarine detection unit.

1. if they buy a lot, it is not going to be build together but in serial production. :p
2/3. it is only expensive considering the perfromance, but that is the best perfromance china can buy off market.
4. the modern destroyer program is somewhat delay as the new ship classes are still having problem; china plans is to build a pair, send their off for training, testing and evalution, see where the problem are, fix the design and then building the next pair. etc, the only reason china procure Sovremenny was to make up for the slow speed for the domestic program. it is not easy to modernize a 70s navy to a 21s navy.

if you ask me, china doesn't urgently need more major surface combatant. so i doubt they will buy that many.

I suspect PLAN is really in no hurry to go blue water, except perhaps their nuke subs.
They seem to adopt a path where their systems are more specialized rather than multi-role and seem to be comfortable with their SSKs playing the main ASW role. Maybe only when their carrier sails will they put more effort into surface ASW.

Mainly I think previously, the PLAN is a littoral sub fleet, and surface ships are really just "surface cover" for the subs, intended to sink the other guy's surface ASW assets.
