With all the talk about LRS-B, I am unable to find an official FYDP or Program Element or Resource Identification Code which is associated with an official Program Of Record. When I look at the 2016 proposed DOD budget and "ctrl F" for LRS-B I get no matches. Granted my Search Fu is weak.
So does anyone have an official budget document specifying money committed to LRS-B? As far as I know, until Obama signs off and a Presidential Budget is released with LRS-B itemized as an official Progam Of Record, there is no LRS-B. Even with all the talk about downselect and "testing" (they mean analyzing since you can't test paper designs), there is no official budget allocated to this proposed program. I have a hard time believing Obama would initiate and authorize a major military program, especially one with nuclear applications. I could see it being offered as a pawn to barter in exchange for total removal of spending sequestration (a typical you give me what I want now and I will say things which I won't actually do). Think Keystone Pipeline.
