I think pre war it was a good destination to pick up easy degrees, it also was known for being inexpensive and having way more friendly locals compared to the west.
That would require America to stop threats and plans to invade China (at least through the KMT proxy), because it will assume an end to the civil war, something China would carry out if the security situation is safe.
1 trillion is not that much relative to the low value dollar reserves China has. As I see it, as long as America honors the end of ww2, drops it's claims and let the civil war resolve (hopefully bloodlessly), China can honor some of the KMT's mistakes. There is also more money bound up inside KMT controlled areas, if these funds aren't secured, they might leak to US anyways, or even worse, sensitive Chinese technologies that are worth more than 1 trillion fx.
If America seriously entertains the idea of talking about KMT debt, it is not something China should dismiss outright, but China needs to make sure America is abiding by the relevant international rules first.
As I see it, any opportunity to needle America about it's illegal threats of annexation is a good opportunity, it forces them to back off in order to keep an appearence of legality. And if America truly runs out of steam and would value a mediocre cash infusion over continued threats against China, then that is a serious prospect which politicians should consider.
That will have to include all the other rights and obligations of ROC that KMT did not take up, such as the status of Okinawa under Cairo Declaration and the right for China to occupy Japan and oversee reform to purge all aspects of Imperial Japan as afforded to one of the victorious allied powers, as per Potsdam Declaration

Besides, even if China under CPC leadership today agrees to pay 1 trillion dollar of her debt (that was defaulted by the KMT) to the US, so what? China has way more than 1 trillion dollars in her bank account.

It’s a sign of the depths of American corruption and decadence at the highest levels these days that such a headline wouldn’t even seem out of place. I can totally see a White Power racist decide identifying as a woman isn’t woke enough and now wants to be classified as a drug. Guess they need to start building more bathroom options over there, that should add at least another percentage of GDP.
Yes, these are already rights afforded to China by international law. We just have to make sure America is on board with enforcing these rights just as China will be on board to use these rights when needed. And for that, it is obviously also valid to discuss payments to America per the KMT's obligations.
A more law compliant America is something China should strongly negotiate for, because America is broadly speaking the only remotely capable security threat to China.
