Why don't the Americans use their super duper advanced ninja blades hellfire missiles to cut down the balloon, they were all over the news a few months back bragging about how cool it was to cut someone apart in a car using a blade, it would be perfect for a balloon right? You can't even complain about collateral damage since it's non-explosive. If you get hit by the spent missile on the way down that's just pure bad luck.
