It's not about money, it's about providing a better environment for scientists. If you already have a strong scientific base, then people are naturally attracted because they want to work on cutting edge topics.

A strong scientific base is more than just good funding and leading research. The country also has to be safe and nice to live in, so scientists will be able to bring their families. And of course, political interference should be kept to minimum so that scientists should not fear the state.

An atmosphere of paranoia is a great way to chase away your own scientists.

That's a bunch of bull. That reminds me of my friend's kid who told me US special forces are hidden all over the world including in China ready to carry out US operations at a moments notice. Never mind how that would be act of war if it were true. Are there Asians in Delta Force because there's a joke in China where Western "spies" are easily spotted. Guess why? They think it's like Clark Kent just putting on glasses and no one knows it's Superman.

The only way it would make sense if ex delta force agents under cover of diplomacy or business went into China. But then their capabilities will be limited. I image not being able to travel back forth between China and the west has hampered US intelligence assets wouldn't be surprise that is also one of the core reasons why they want China to open up again asap.
