These are structural issues with the Indian economy. Low levels of manufacturing. Widespread underemployment.

She is likely to win a new mandate, but that is irrelevant at this point. China has already effectively started a 3 year countdown for military action to stop Japanese nuclear breakout.
In the meantime it has already put in place the framework for the harshest and most comprehensive trade sanctions list ever devised and will use that to systematically degrade Japanese industrial capabilities in preparation for military action.
War is far from inevitable at this point, but China is making serious strides to make sure it can win any such war overwhelmingly and utterly. But it will be years before evidence of even a fraction of the extent of Chinese preparations become clear.
