China has more domestic talent than Silicon Valley and the rest of the entire world combined. China should focus on attracting top level experts and researchers in their fields, prioritizing Chinese emigres. China definitely does not need to attract rank and file engineers/researchers like the US is forced to. China had a net surplus of STEM talent, unlike the US which has a deficit.

China should attract even top Indian talent, who are now being displaced from the US.

He added that he didn’t like the idea of selling Patriots—which can intercept incoming missiles—to Denmark, because they are in short supply and should be reserved for the United States to use as needed.
The comments surprised some State officials, but they soon learned that it wasn’t just Denmark having its access cut off. Current and former administration officials told me the Pentagon has identified some weapons as being in short supply, and is moving to block new requests for those systems coming in from Europe. It wasn’t immediately clear to those I spoke with how long the hold will last, how many weapons are on the list, or if it could expand to include even more weapons. Few exemptions will be granted.

The ones that will of be actual use to China will be few in number, easily worth the 100k to American institutions and likely will get exempted.
Well, 100k every 6 yrs is peanuts to US big tech. Won't even effect entry level hiring decisions (nevermind the fact that entry-level engineering jobs are basically non-existent at the moment). The masses of Indian H1bs in FAANG are worthless. Indian H1bs below principal/distinguished engineer are just trash tier software grunts (depends on company, plenty of principals at companies like Microsoft are also trash tier).
