This is the ultimate flaw of Western "civilization", a result of their perceived superiority and one-eyed vision. They think everyone thinks exactly like them, i.e. "if we are mass murderers, then everyone else will also be mass murderers if given the opportunity". A notable contemporary example of it is in Canada among the whites regarding immigrants; they oppose immigration of non-whites because the whites thinks the immigrants will do to them what they did to the native Aboriginals.
