They're not smart enough to use it. They need to drop everything Western/American, send their best to study in China, then build their defense with Chinese weaponry from they ground up. They can't do it in this political situation but once Pax Sinica comes, they won't need to. Also, can you answer this post? I have trouble believing that you or anyone would be stupid enough think that China should invest in EV battery plants in the US so to clear your good name on the forum, could you explain what you meant when you said that BYD/CATL should "move in?"

So according to American and Indian media, China sending a hospital ship to Latin America is power projection. But when America and India sends warships to waters near China, it is upholding freedom of navigation. Figures.
Maybe they are just allergic to hospital ships, and would like actual Chinese warships to sail near shores. That should feel more familiar and less threatening to them than hospital ships.
