So it seems that Indian media try to equate Modi attending SCO summit at the invitation of China to "official visit". An "official visit" by a prime minister is a state-to-state bilateral visit. Attending SCO summit is equal to Modi going to UN summit and means nothing in bilateral relationship.
The answer from China's FM speaker seems to delibrately downplay the possibility of "official visit" by emphasizing the multilateral nature.
A bilateral visit may still happen as one can never say never beforehand, but aparently the Indians are over keen to proposing it's possibility while China is playing it down. I wonder if China is conditioning "official visit" by demanding India to openly say something that Modi would not have said before being slapped by Trump.

I think we have room for some tea servers and cooks in Beijing. Does Modi want to try again at his old business after he loses power?I think this is a hint of the hardening attitude from China and toughening terms for a deal, because all the power is in China’s hands. China doesn’t need a deal with India, it’s Modi who desperately needs a win.
I think the reason China is hardening it’s position is Modi purposely keeping his trip short to avoid being in China during the 3rd of September victory celebrations.
Essentially Modi is trying his usual trick of trying to have his cake and eat it too by going to China to gain the benefits of a state visit without actually committing to a state visit.
This is China subtly but firmly rebuffing that bullshit.
Modi can come to China for a state visit, but to get the benefits of such a state visit, it needs to be unequivocally a state visit.
If Modi continues to play his stupid games, he is going to find himself getting on the same bus that Von Der Lying ended up on.
Basically China is telling Modi to go big or go home if he wants to pivot to China. China doesn’t need India. Hell, it doesn’t even really want India on its side. Xi and co are only playing the obvious play because Chinese national interests demands it and it would be a dereliction of duty for them to not pursue it. But personally I bet Xi secretly hopes Modi fucks it up so he doesn’t have to endure another tedious photo op time waste with him.
So either Modi ends up standing on the balcony at Tiananmen Square with Xi and Putin on the 3rd of September, or he gets a shuttle bus to and from the SCO meeting with the bare minimum official fanfare from the Chinese side to not cause a diplomatic spat.
