Shining a laser at aircraft is generally considered a criminal offense, as there is a risk of dazzling or damaging the pilots' eyesight.
Did you check with Chinese law if it's illegal to shine laser at a foreign aircraft that refuse to obey Chinese navy directions? It's generally considered illegal to not obey Chinese navy directions, but I understand the concept of rule of law is not well understood to Europeans.

Looking straight at the sun can also cause eye damage. You better believe if this was a Westerner doing it at a non-Westerner for the most racist of reasons, it wouldn't be big enough news to bother mentioning. Just like look at how Mexico says SpaceX debris is falling onto Mexico all the time and do you see the Western media crying how US space launches are a danger to innocent people on the ground...?
