It was Qing who finshed the problem of nomadic people by following:What the Qing did to the Mongol problem once and for all? I thought Mongol problems were sorted entirely by the Ming ?
- Intermariage with decedents of Genghis Khan, the only lineage within Mongols who can claim the title of Great Khan/Emperor, therefor politically eliminated anyone's ambition to reunite Mongolia.
- Devided and fixed greezing grounds of various tribes, to prevent anyone to conqure and unit others.
- Paying crops to Mongols from China proper during bad seasons when animals dies enmass to prevent them from raiding farmers. This is essentially extending disaster relief works that has been done in orther part of China for long time.
- Abolished the title Khan gradually and mostly to demote the leaders and made them princes (title being a subject of the emperor).
- Appointed these princes as head of leagues (euqivlant to provinces), although hereditary but can be removed and replaced at the will of the emperor, essentially made them a provincial governer than a semi-independent ruler of their own.
- Break and move newly subjucated tribes to new greezing ground surrounded by other more loyal tribes.
- Installed Buddhist leaders in Inner and Outer Mongolia.
- All the above were quickly done following subjucation.
