sometimes it isn't necessarily a lack of coordination so much as competition between opposing factions, which America's left leaning mainstream media often conflate with
incompetence. Not to say that's necessarily absent either.
What's especially problematic about Trump is his habit of appointing inexperienced pretty faces (e.g. Gabbard, Hegseth) to senior positions overseeing career "Deep State" officials wary of, if not hostile to both Trump and the officials appointed above them.
This inevitably means more in-fighting and dysfunction than usual, especially as the "Deep State" starts to hit back. Case in point:

insane to pay for American "global public goods" with 100 year treasuries
unless Trump is prepared to submit to Chinese suzerainty.
