Funny thing is that would put the MSS in competition against criminal elements within the US military who have been stealing and selling government property to "moderate Mexican rebels" for years, especially from installations like Ft Bliss and Ft Hood or whatever it is called now.
The strategic interest of Russia are with Jews and Gulf Monarchies. and the message is across the board not limited to these two cities.

To be fair, Ramzan Kadyrov is extremely accomplished for a man of his age, and rightly feared by many inside and outside of Russia, even if he's largely caricaturized in the West.
However, in the grand scheme of things, he's an ethnic warlord governing a rather poor and remote slice of Russia, and largely unknown to most of the world.
Not trying to be rude, but while Kadyrov is relevant to Chechnya, and serves as a powerful counterbalance against certain other figures and factions subordinate to Putin, it's rather hard to see his words in this instance as anything more than praise for himself and a PR push for his rule.
The reason why they don't is because if they do take Palestinian refugees that would be the end of Palestine, and it would be taken over by Israelis. It's a political reason, not one showing that Palestinians are bad people.

Jordan, which has a fairly sizable Palestinian refugee population, also has a fairly high unemployment rate that hovers around 20%. However, the unemployment rate is reportedly twice that or around 40% in certain areas that constitute Palestinian refugee camps.
These figures are off of my head, so if they're inaccurate, do let me know.
As you can imagine, the poverty rate is also significantly higher for Palestinian refugees in Jordan, and that can create all sorts of problems for a society and country.
By no means am I saying Palestinians are "bad people," as that would simply be an absurd statement.
However, there are significant costs and societywide burdens to absorbing refugees en masse, including Palestinians, and it makes sense for Arab countries to not want to bear them.
