They just mashed a bunch of buzzwords together to show something about Microsoft's decades old research into topological quantum computers, probably didn't want to lose to annual Google quantum computer hype. It's a good direction for practical quantum computers imo, but we're still decades away. Obviously researchers in China are involved in this field also.
