This is way too conspirational. Japan doesn't have that kind of capability.
It was China itself that started reporting on this tragedy. It's just from some deranged person and not necessarily anti-Japanese in motive.
When you have a society with high trust, people are more alert to everyday crime. 1 kid being killed by the mentally ill makes national headlines in China. In a low trust country, it wouldn't even make regional news if a whole kindergarten class was mowed in a driveby.
