It's more than tuition. They want Chinese students to study these subjects that are written by Western Civilization and bring them back to China. It's one of the primary reasons why Western countries even allow international students, hoping the students take Western values back home and instigate a change. Empirical sciences are more difficult to imbibe with culture.
This. China should restrict exit visas to the West for students studying humanities.

Yes that's true. Also to be honest it abit rich of American swimmers accusing others of being cocky or disrespectful. They are the worst when it comes to this. They have history of putting down other competitiors and acting obnoxious. Heck, Phelps teammate Locte, is pretty much a dumb racist fratboy. Albeit one of the best swimmers ever. Phelps gets to talk shit cuz he is or was the golden boy of swimming. He himself was suspended before for DUI. Not the best role model.
Anyway, not saying the aussie swimmers are saints, some of them are certainly very cocky. Some are also biased against chinese swimmers like the Americans. But they are very much into the US Aus rivalry in swimming, and Americans definitely should be the last ones in the world to act indignant about trash talking.
Sorry this wasn't clear - what I'm saying is they should implement an exit visa restriction for students looking to study in "enemy countries" like the US. Doesn't have to be a comprehensive ban, but can be used selectively to counter US efforts at creating more Chinese dissidents and spies.

When you want to introduce a new policy/law, you have to consider the methods to enforce them.
Are you going to stop someone from leaving mainland if he/she has an American study visa? That’s the only way to prevent that person from getting to the US because he/she can go to HK or other third countries first before flying to the US.
