Everything needs a form to be filled to get an approval. The team that handles those forms is overworked, understaffed and completely out of their depth. You won't hear back that the form is being looked at until at least a month later. After that, a committee has to be formed to review the impacts on data protection and security. So for example, a five minute job of installing a Python package now get dragged out to five weeks. While the contractors are sitting there twiddling their thumbs, they still need to be paid. Any workarounds that one could think of out of this mess would involve extra budget. Since the extra expenditures are not in the original proposal, new proposals have to be submitted and will take more than a year to get approved... if they get approved. So the only course of action was just to keep on paying contractors to do nothing and wait for approvals.

You are overthinking it. This is just more backdoor corruption plus utterly deliberately incompetent project management.

In government departments, there is massive pressure to cut costs, except where it comes to external management consultants, who’s budget allocations are sacrosanct.

The reason is simple, any government minister that does these external consultancy firms a ‘solid’ secures a job-for-life for their offspring at said consultancy firm. So the idiots actually wasting taxpayer money by the millions while delivering absolutely nothing are very likely to be the spawn of former ministers who got their current cushy positions through this exact same arrangement. Because even when there are spectacular fuckups like this example, it’s some government civil servant that will get the blame. The external consultancy firms are blameless and untouchable by consequences for their incompetence.

Not only do these rich spawns get paid handsomely for doing shit work at the consultancy firms with zero risk of ever being fired, they also get to add these top consultancy firms on their CVs to justify them being parachuted in to take over quango’s, which are government departments in all but name, set up as arms length organisation specifically so ministers gets to appoint their CEOs without needing to follow all the bothersome rules in place for actual government ministries appointments.

This is a microcosm into how the rich in the west have managed to wall off the whole country’s top jobs for themselves while also looting the national treasury by the millions all legally with zero risks.

What seems unknown is the political fallout, which has surprised me.

There is some real angst. Like their entire worldview is under threat, and will be adjusted.

To this date, no Canadian news outlet has mentioned this story. When in the past, they would always mention Huawei and how it was banned now, every month.

Make no mistake, this 7nm chip really hit hard, and the EUV will hit harder.

By then, who knows?

People tend to react this way when they find out that they’ve committed kidnapping for nothing.

The copium for EUV will be a rehash of DUV hysteria:

EUV is ackshually boosted DUV derived from pre-export ban cannabalized stockpile with limited <10% yield on a small production run that is not economically viable without subsidies. Unsustainable without OEM spare maintenance parts runs out because tech was stolen from ASML by Chinese students. TSMC is already at 1.4nm while China only at 3nm... junk tier tech that anyone can make!

All goes well in the UK, Birmingham turn sour...
