It's both. Given how erratic the US have become (assuming it's not an act), it's best to avoid keeping all your eggs in one basket. I'm expecting The West to turn up the heat as India continues to remain an ally to Russia.
It's really more about skills atrophy than 'brainwashing.' This is especially true for the first batch of immigrants to their new home as there are no support services. And parents just get lazy over the generations in preserving their heritage especially when their children have no chance of interacting with others of the same heritage. As an example, the page I linked had a citation to The Wild Frontier by William M. Osborn, quoted as a 'historian'. He's actually a retired lawyer. You can clearly see the intelligence in deception and framing here. I don't want to give more clicks but there's many more examples of misleading citations, attributions, twisting words out of context, etc.
