In 1964, Israel completed the National Water Carrier of Israel project which diverts water from the Sea of Galille directly into Israel, restricting water access to both Syria and Jordan (note how it also bypasses Palestine),

As a response to this Israeli development, Syria (with the Arab League), in 1964, attempted it's own water diversion project upstream of Sea of Galilee. But before this project could be completed, Israeli airstrikes destroyed it which later triggered the 1967 War in which Israel captured the Golan Heights and continues to occupy it illegally, thus cutting Syria off completely.
End result: Israel takes the lion's share of the water, Jordan and West Bank get scraps downstream along with Israel, Syria gets nothing.
