Malawi topped the voting for African nations, with 182 votes, followed by Côte d'Ivoire (181), Ghana (179), Burundi (168), and Nigeria (3). In Asia and the Pacific, Indonesia secured 186 votes, followed by Kuwait (183), Japan (175), and China (154).

In Eastern Europe, Bulgaria received 160 votes, followed by Albania (123), and Russia (83). Russia was seeking re-election to the Human Rights Council after it resigned from the body on 7 April 2022.

Latin America and the Caribbean saw Cuba secure 146 votes, followed by Brazil (144), Dominican Republic (137) and Peru (108). This is the first time Dominican Republic is elected to the Human Rights Council.

In Western Europe and others, the Netherlands received 169 votes, and France 153.

The new members will join Algeria, Argentina, Bangladesh, Belgium, Benin, Cameroon, Chile, Costa Rica, Eritrea, Finland, Gambia, Georgia, Germany, Honduras, India, Kazakhstan, Kyrgyzstan, Lithuania, Luxembourg, Malaysia, Maldives, Montenegro, Morocco, Paraguay, Qatar, Romania, Somalia, South Africa, Sudan, United Arab Emirates, United States of America, and Viet Nam on 1 January 2024.

The war in Gaza, of course, comes as the war in Ukraine continues unabated. The United States will now be tasked with arming two partners, Israel and Ukraine, at a time when both are arguably dealing with bloody and taxing conflicts. That the two conflicts are arguably different in nature – assuming Israel launches a ground invasion of Gaza, it won’t be dealing with the kinds of formidable trench lines and minefields Ukrainians forces are up against – doesn’t mean the US defense industrial complex won’t be further strained. Indeed, it’s almost a certainty.
But policymakers have to be prepared for all reasonable contingencies. If beating back Russia’s invasion and defending Ukraine’s territorial integrity is as important to Europe’s core security interests as European leaders say it is, then the European Union and individual member states will need to take primary ownership of the Ukraine file going forward. Small-scale initiatives like EU-wide joint procurement to the tune of $2 billion is simply not going to cut it anymore. Europeans, to be frank, need to step up and be ready for a situation where the US is forced to reassess its priorities by choice or necessity.

I suggest that the US should accept every dissenters from China without conditions. Many dissenters were denied visa from the US consulate in China and forced to take the danger journey from Latin America to the US. US if really cared about them should just grant them the visa immediately not until they were caught from smuggling themselves to the US.
