I dont think EV can be made cheaper than ICE car for same size. bigger EV means carrying bigger battery otherwise small batter and large size can shorten the range. EV also expensive to insure and than there is increase weight that not only need bigger rim/tire size but EV eat tires faster. Tires also need crude oil and crude oil is part of various other processes. OPEC+ cuts are due to rapid increase in Iran oil production which is exempt.

How Much Oil Does it Take to Make 1 Tire?​


We need about five gallons of oil to produce the synthetic rubbers required for a single tire. The whole tire manufacturing process that follows requires two additional gallons of oil. The manufacturing process uses it to fuel the energy required to prepare the materials and assemble the whole tire.

Bigger ones such as truck tires require, even more, averaging 22 gallons of oil. The tire industry often uses gasoline, the production of which also requires oil. For every barrel of oil (42 gallons), they can produce about 19 gallons of gasoline.

The world hasn't even reached peak oil demand and even after that the demand will decrease gradually. And Arabs have been taking precautions for some time. Tourism, finance, trade, being a tax haven, having investments abroad, etc... People who think the Gulf will go bankrupt after 2030 are wrong.
