NATO and Japan to cooperate in 16 areas, align defense equipment​

Kishida set to announce new cooperation document at Vilnius summit

TOKYO -- NATO and Japan have concluded negotiations over a new cooperation document and are preparing to announce the pillars at the Vilnius Summit next week, Nikkei Asia has learned.

The Individually Tailored Partnership Program (ITPP) consists of 16 cooperation areas with three strategic goals: to strengthen dialogue, enhance interoperability and bolster resilience, according to European and Japanese sources.

One of the cooperation areas is for NATO forces and Japan's Self-Defense Forces to improve capability development and interoperability. The document will say that Japan and NATO will "effectively cooperate in the area of capability and interoperability development, as well as standardization."

These measures are aimed at creating a common understanding of each other's assets and expanding the scope of joint drills.

If Japan can adopt many of NATO's standards for its defense equipment, this could lead to maintenance and repairs at each other's shipyards and aircraft hangars. NATO itself faces challenges related to interoperability among its own members, however, such as technological disparities between forces, doctrinal differences and resource gaps.

NATO has also concluded an ITPP with Australia and is formulating them with South Korea and New Zealand, although it is not clear if the latter two documents will be ready by the summit to be held next Tuesday and Wednesday.

Japanese Prime Minister Fumio Kishida, South Korean President Yoon Suk Yeol, Australian Prime Minister Anthony Albanese and New Zealand Prime Minister Chris Hipkins will attend the Vilnius summit, making it the second consecutive year for the leaders of the Indo-Pacific partners (IP4) to be present at a NATO leader's meeting.

Russia's invasion of Ukraine and China's declaration of a "no limits" friendship with Moscow have given rise to the perception that trans-Atlantic and Indo-Pacific security are deeply interconnected.
NATO members are discussing opening a liaison office in Tokyo, which would serve as a station to implement the ITPPs of the IP4.

The ITPP seeks to make tangible progress in the 2023-2026 period. Other areas of cooperation include maritime security, cyber, hybrid threats, outer space, climate change as well as emerging and disruptive technologies (EDT).

EDT includes artificial intelligence, autonomous systems and quantum technologies, which will change future battlefields.

Japan and NATO will begin discussions on establishing rules for autonomous weapons systems -- otherwise known as killer robots.

Okay, what's the issue here then?

How am I belittling China? By pointing out statistics that the government themselves put out that the economic recovery from zero COVID and the private sector crackdown is losing steam, and that unemployment is high?

As for the returnees? In neither my OP nor any of the messages that followed afterwards, did I talk negatively of people who decided to rerturn to Mainland China. And if you're referring to that one user who accused me of labeling returnees as "losers," I already addressed it so need to go into that.

Be that as it may, none of this detracts from the issue raised in the OP I was responding to today, from a user who is willing to admit now, that there are economic difficulties in Mainland China and to hope the government can fix it.
Just accept it, the US is turning into a dangerous shithole and people are starting to realize.

China warns chipmaking export curbs ‘just the beginning’​


The caution comes as Washington-Beijing tech war escalates

China’s export controls on key components for computer chip manufacturing are "just the beginning," an influential trade policy adviser warned on Wednesday.

Earlier this week China announced that starting next month, special licenses will be required to export gallium and germanium, two key metals used to make computer chips.

Speaking to the China Daily newspaper, former Vice Commerce Minister Wei Jianguo said that should Washington place tougher technology restrictions on Beijing, the government will escalate the countermeasures. The decision to restrict the export of industrial products and materials containing gallium and germanium was made after thoughtful consideration, he added.

The comments follow a report by the Wall Street Journal on Tuesday that the US plans to restrict China’s access to cloud computing to close a loophole that allows Chinese artificial intelligence firms to bypass the current chip export control rules. Cloud services allow customers to gain powerful computing capabilities without buying advanced equipment, such as chips.

Washington and Beijing have been involved in a dispute over semiconductors and other advanced technologies for several months.

Reuters reported in May that US officials were considering tightening a rule designed to slow the flow of artificial intelligence chips to China by clamping down on the amount of computing power the chips can have. Last October, Washington introduced export control rules, effectively cutting China off from certain semiconductor chips made with US equipment.

China retaliated in May, by banning memory chips manufactured by Micron, the biggest US producer.

This week, Chinese President Xi Jinping called for "stable and smooth functioning of regional and industrial supply chains” ahead of US Treasury Secretary Janet Yellen’s visit to Beijing to discuss economic issues between the two nations.
