Initiating these in Ukraine would agitate a far more aggressive putin. So they've gone for the safe bet.

Somehow I believe Trump (and maybe Pompeo) were trying to make war with China, Russia, Iran etc in order to prolong his presidency, fortunately he failed.
That'd probably the reason why he was turning his intention inside his own country and stir shit domestically. And he succeed! But not to prolong his presidency, he instead open the chance for his impeachment. Amazingly shooting his foot again and again.

I do believe a little bit, albeit very tiny bit, but not because he has guts to do it to nuclear power countries. More likely to him being narcissist and desire to stay in power, but turned down by Pentagon guys. Possibly, he fired Esper because Esper refused to go to war. May also be the reason why the aircraft carrier Nimitz was going home but suddenly changed course and stay in the gulf.

Extremely unlikely i.e China or Russia ... he even has no guts to have a war with Iran ... let alone China or Russia ;)
