The Hawks in D.C. want to have it both ways, they want the Chinese side to compromise in everything they conveniently want but they don't want to even minimally compromise on China worries. And in the case when they rarely agree, this administration officials seem to do 180 degree reverses in what is agree upon at the second the feel the heat of the anti-China republicans. So basically the Chinese are tired of dealing with this unnegotiable idiots, they are standing still and passed the ball to D.C. to see whatever they want to escalate this thing, now the responsibility is on US politicians.
By talking and agreeing with D.C. politicians without receiving nothing in exchange the Chinese are probably rewarding bad behavior that in the future will just embolden the idiots in Washington because they just could negotiate their way out of any situation with a just a call. China should start asking for reciprocal compromise on part of the US.
