There’s a theory on the American Right that the Democrat Party employs a lot of African Americans in government to serve as a voting bloc and the belief that these blacks owing their positions to the Democrats, will be their inside tools of the government bureaucracy.
A kakistocracy cannot afford to remove the idiots in charge lest someone more competent removes THEM from power.

If the US wanted to enact such powerful tool that isn't bounded by any limitation, it would spend the doom of the US. Maybe the US strongest allies and most corrupted officials would still want to hide and invest their money in the US. But I would wage that many investors would flee the US.
We have already witnessed massive amount of selling of the US treasury from foreign government. It won't be long that other assets in the US would also be considered toxin. Both Republicans and Democrats old fossils have lost the wisdom and pragmatic of older generation but at the same time have been bought by big corporations to shift blames to the others. It is either China's fault or the other party's fault. It is just pathetic that the most powerful country on earth spent so much resources and time on LGBTQ, abortion, gun, Christian conservatism, black lives matter instead of policies to fix the problems.
