First one is pronounced gou3, second one is quan3.
I have checked much of domestic news in Australia and some other westerns sources. If this was Chinese made medicine, for sure we would have heard of this reported constantly and China in big red capital letters in the headlines, typical of sinophobic media. In fact it's reported pretty low key here, despite Australia neighboring indonesia. First I hear of it was only today when Australia decided to send sone antidote.
No wonder when you read all those xenophobic comments online in Aus forums regarding buying food from local sources and boycott foreign stuff, when you dig in, they pretty much mean food from China.because any Chinese food or milk scandal gets bigged up in western news.
