If they want to sell more stuff to China, then France and Germany can start with ASML.
China never mentioned anything about a Xi-Biden G20 meeting, just a bunch of western propaganda and Biden dreams. This is just saving face for Joe in case he doesn't get a meeting.

It is not just the decision of oil cuts it could have been done online or behind the scenes but OPEC+ chose to do that public meeting and also Europa has to open airspace for Russian minister to arrive at Vienna. for Arabs it is all about gesture to show for local consumption. They cannot lower image of US for domestic population by holding this meeting.
No one has voted to have permanent hold on member countries of OPEC+.

Democracy is the strongest end game government system in Civ 2, whatever the situation. It generates a ton of gold, allowing you to buy a ton of units. Who cares about declaring war? Just defend and mass up your forces until you can take out the enemy in one turn. I once wiped out the Sioux empire that had taken over the entire American continent in a single turn.
