Democracy is the strongest end game government system in Civ 2, whatever the situation. It generates a ton of gold, allowing you to buy a ton of units. Who cares about declaring war? Just defend and mass up your forces until you can take out the enemy in one turn. I once wiped out the Sioux empire that had taken over the entire American continent in a single turn.
