I don't know if any country in the same situation as Russia has any option other than a war. Not suggesting it, but don't see anything else. It is like if you are robbed, what other option do you have except punch the robber?

One thing is certain, every sovereign state in the world must think of their dollar assets and US treasure bonds in any US financial institution to be at high risk of being robbed, and must prepare for it accordingly. Dumping such assets, prepare to confiscate US assets in their jurisdiction, or even holding US citizens and companies as hostage if necessary and if the country is on equal footing militarily.
Most of these have Israeli or western citizenship . they made fortune in world stock markets. Russian monetary system is opposite of ECB or bank of Japan.

So a good number of those countries supposed to be on the list haven't really signed on and some of them are even absent, what's the aim of this declaration even. Reading the article it sounds more like they want the other countries to foot their bill in cybersecurity and ask for more freedom to access their data and to allow unconditional access for their platforms, encroaching their digital sovereignty. Its still to be seen whether its going to be binding or non-binding, but I don't see having any significant benefit to its members or any strategic gain for the US, and most likely the members are going to be browbeaten if they didn't follow what the declaration promised. This is probably just a way for Biden to boost his popularity lol
