Yeah I think Hua Ping was the person he was referring to.
In fact the think tank itself is allegedly led by Major-General (retired) Peng Guangqian. I would assume they have links with the PLA apparatus
In any case, he is just a researcher in a think tank. We simply don't know if this was just his own opinion or if there are bigger things happening in the background

This is an example of the same decoupling they wanted. China's zero COVID policy is also another example of what happens in decoupling. Is the West arrogant enough to believe decoupling was only one sided where they could continued to make money from China? And somehow they don't think what they're doing breaks the rules...? The old western colonialist imperialist racist mindset is openly rearing its ugly heads once again. The West hates what's happening in the world because they've held too much power all this time that any changes only feels like losing to them and there's no civilized way of getting it back but at least it'll come at severe cost to them if they attempted it. All the petty little sycophant countries of the world that have thrown in with the West... the best part is they go down with them because that's how the West has engineered it making sure they're dependent on them meaning without the West they're nothing.
They don't like "Wolf Warrior" diplomacy but it's only a tiny example of what they do in the world. And look how much they're alarmed when China talks back... That's what "Wolf Warrior" diplomacy is. To them it's an example of Chinese aggression. So what do they call it when they do it? Peace? Lithuania is an example of the completely lop-sided relation they want. They think they have the right to make money from people they look down at. The West is paranoid over China international infrastructure plans. Why when they claim they've done so much for the world? Because as usual the world to them is only a fraction of the world that follows the West. The West has ignored the majority of the world until China gives them attention. Meaning they've done nothing for the credit they think they deserve. The world is suppose to reward them for looking out for their own interests. How ungrateful.
