I would take a slightly different twist on this visit drama. This smells like a trial balloon from US. Let me cut the chase: I think there is likely some new development in the context of the current war that really drives US nuts. And US does not want to disrupt its own economy further. The Taiwan card is one of very few options US has. That development is so acute that Biden is willing to trash what he just said to Xi in that video call. We will find that out much later. My gut feeling is that US fears Russia is going to win and ......

Human rights council is useless anyways, and its mostly used by the US as a political tool to pressure other countries and is filled with members paid by the US. What's most important here is if they are able to get Russia out of UN security council, which I don't think they'll be able to do so.
