South Korea only established diplomatic relationship with PRC (and abandoned ROC) in 1992. So it make sense, they consider ROC as not part of PRC since they were allies between 1950-1992. But Koreans are irrelevant, so long as NK exists, SK is neutralized and can be safely bypassed altogether. Their birthrate is the world's worst, so their population will be similar to NK in several decades.

That is highly unlikely. India is still their neighbour and enemy. A large part of the all weather sino-pak brotherhood/ relationship is based on this.
