How the US claims it doesn't abuse human rights is from by definition the US government personally doesn't do the deed unlike the countries that the US does accuses of human rights violations. In the US they just get their citizens angry and have them do it for them and it's not considered a human rights violation. The US just has to accuse China of doing bad things to the US and they know some American civilians are going to do the dirty work for them. Think that's absurd? The US has other countries torture people for them so they can claim they didn't violate anyone's human rights. In 1965 the US and Australian governments pressured Indonesia to deal with its communist problem. So what did the Indonesians do? They killed anyone who was Chinese. Half a million people slaughtered in less than a month. And yet the US doesn't think it commits human rights violations...

If they can't find buyers for their oil it means the price is not correct. If ISIS was able to find buyers for its oil, then I am sure Russia can do the same (different quantities though).

Give a big discount and China will gobble it up. No worries about sanctions, it already has experience with sanction-evasion from buying Iranian oil

TLDR: Lower the price
