They do want to decouple somewhat (don't ask me how. Western racism is truly exceptional on being stupid)
They just forgot to aknowledge with their racist thinking, that Chinese are humans with a working brain as well, who would return the favour and decouple from the West
So, as they were talking about decoupling with China, China started actually decoupling with the West

The west does want to decouple from China, but with conditions, and those conditions are that the decoupling will leave the west on the top, and China is a less favourable position.
Of course, at this stage of the game, that is not possible anymore. This is a fight, and bitter one too on some levels. China intends to put the west in an unfavourable positions, those countries that do not play nice.
It seems that the goal for some elements in the west now is to talk loudly and absurdly, to buy time. They are in no position to push China around, as China is pushing back hard, very hard.
Retreat, and regroup. That is how it is usually done in a fight. But since white supremacy is in play too, they cannot retreat, they are only allow themselves to regroup.
That is how you get weaker, not stronger.

That's the beauty of the current Chinese Diplomacy 3.0 - by not interfering with other people's internal affairs you can do business with everyone, even mutual enemies.
Particularly with exporting development and infrastructure work like the 25 year 400 billion dollar deal with Iran. As soon as you have one taker in the region everyone else will be inclined to also jump on-board, least decades in the future their rivals in the region jump ahead of them thanks to all that development.
Where as with the US, in order to rope in allies in a region you have to designate an enemy (Iran, Russia, North Korea).
