You have to start with transportation networks, farms, and mines. Only later can you do further development.
You probably think the West started out as wealthy. Why do you think there are few forests in Western Europe? They were mostly cut down. There are also few strategic materials like copper. Because they were all mined by the Romans and those who came before them.
It is not that Europe lacked resources initially. They were all strip mined. And when the surface had nothing people just dug deeper and deeper.

Just so you know the Chinese are all over the continent helping to build infrastructure, many of them living and working there. For the most part there are no problems but operations of that scale you'll hear some negative stories that from time to time, that's normal and to be expected. Nothing is ever going to be perfect.
