I think part of the reason for why Trump did this even to countries that are clear and adamant American allies is that he hoped that China would not retaliate but let it slide if he could make it look like he was just rebalancing with the world, not individually targeting/challenging China. It obviously did not work as that picture showed that when the monster roars, the crowd cowers and kneels but one hero stands ready, eyes determined, hands on his sword.
