This means both the CIA and the DoD are invested, and they've obviously spent a great deal of money and resources building up infrastructure for targeting the Houthis over the last decade or so.
Naturally, their bureaucracies are not going to want to freeze or even rollback operations, as that will be a pain to reverse if and when things heat up in Yemen again, and more importantly, may impact budgets negatively in the immediate term, especially in the current political environment.

You need to understand something: when someone like Mr. Prince speaks before a public audience or even a fairly public audience, he isn't there to keep anyone informed.
He is there to convince them of his authority and to win buy-in for his political agenda and business objectives, and as a (former) CIA NOC, Mr. Prince is obviously willing to tell the audience just about anything, so long as it is a somewhat sustainable narrative, to convince them to cooperate.
