UN didn't issue any claims, a private court issued some legal nonsense. That shit is meaningless to the UN, not that it matters what the UN says anyways.

And to respond to the API question, is because no everybody have a few spare 100,000 dollars A100 GPUs to run this model, even the Q4 version require beefy hardware with a lot of memory. And because people inside China are restricted to access AI services from the US, DeepSeek offers, at a very low cost, access to what it is *cough* ClosedAI *cough* OpenAI SOTA model to Chinese people and people around the world. You can implement this model in a Chinese rural school using their API at a very low cost without the school having to bleed themselves monetarily buying expensive hardware.
