I think its partially correct. They can't technically refuse you for like a life threatening emergency like if you got shot, having a heart attack, or got into an life threaten accident. They wont treat you for like cancer or some other disease. Also the treatment is only good while you are in the hospital. Like if you need a prescription of antibiotics for your broken arm outside of the hospital, the pharmacy won't give it to you unless you pay. It only works if you are really poor , don't care about your credit history, don't have much assets, don't make enough that a judge would force you to pay from your wages etc.
they can always do exactly the story:

if you can survive a reasonable amount of time outside the hospital (even measured in hours) they can just assess that you have been medically stabilized so they owe you no further care, kick you out, and then arrest you if you refuse to leave.

This is proof of Chinese soft power. Chinese soft power has officially risen to the level of religion and ideology, as a substantial % of people are now willing to risk their physical safety in order to access it.

In comparison the so called 'soft power' of Japan and South Korea just look like nothing.
