It is where most of the population which needs the electricity lives, and building the nuclear power plants close to the shore means you can dispense with cooling towers making the power plant cheaper and faster to build.
Yes, it makes every engineering and economic sense to build them where they are. But to those chickenhawk lunatics in the US, those NPPs are lucrative targets. Especially if they can do it with other people's hands.

It's still a risk, especially in a proxy war. We have seen this happening in Ukraine. The Anglos are already talking about applying the "Ukraine model" with Taiwan. We don't know if the DPP and their American handlers would really do it, but we could never trust them not to do it.
China is not Russia. Russia is a Germany sized relatively inefficient economy who need to pick their battles.

If a hostile state is stupid enough to target a nuclear power plant in China and succeed, not a single family in that nation will be untouched by tragedy. We have the world's largest economy and industry backing us, and a sense of well founded civilian invincibility that when challenged will lead to psychotic levels of revenge seeking.

disaster scenario means that any radiation leak moves towards the ocean rather than down river if you make it inland
It will still poison China's coastline and seas for generations. Not a great situation even for SEA. Better to prevent any of them from leaking at all.

That is why a powerful PLAN was necessary. Its primary role is protect China's coast from any evil intentions by enemies coming from the sea.

Those are Hualong One reactors. Should be designed with post 9/11 specifications. This means double containment building. It has a steel barrier, and two concrete barriers.

PS: Seems like only #5 and #6 are Hualong One. The other four reactors are CNP-1000. So they should be way more vulnerable. So only a single steel, and a single concrete barrier.

Yes. China is not Russia, and Taiwan is also not Ukraine. Taiwan is not overrun by lunatic nazis. So there will definitely be far more restraint and sanity in Taiwan than the Ukrainian fascist state.

But the common denominator between Ukraine and Taiwan is that both are controlled by the US. The American chickenhawks and the CIA sure like to come up with truly evil plans. So the risk still remains.

What China could to do is to come up with a stern deterrence warning. Do any strikes on China intending to cause mass civilian casualties, and China reserves the right to retaliate in kind, including the possible use of nuclear weapons.
