none of this matter.Gwadar already is connected via highway to the rest of the country. The whole railroad works in Pakistan which are part of CPEC are delayed. That is well known. As for the electric grid connections, Gwadar is so far from the rest of the country, that they decided to make a power plant there instead. The whole thing is delayed. Since it wasn't initially funded it required a new line of credit.
I think part of the problem is that Pakistan wanted to use local companies to build the railway expansion. It got stuck into endless bureaucracy and never went anywhere. The industry in Pakistan is probably too underdeveloped for such a major project. At the same time, China uses a different railway gauge than Pakistan. So it is not like you can just directly import something without major changes.
Just the fact that Pakistan today has much more electric generation should have increased productivity due to less days with blackouts.
The highway and power plant projects seem to be getting built just fine. They even built a nuclear power plant. It is already delivering power to the grid in Pakistan.
Pakistan lacks what India has achieved and bigger issue is failure to understand 21st century Arabic order. just look at the back of that BRICS currency.
