They are words and meek actions. They have no power and can do nothing when China pushes, especially when not even against them directly. All eyes on the USA, which is China's only serious rival. China will not rule this region through kindness; no one does. China can only really dominate this domain when all the inhabitants had exhausted themselves at pushing against China and have become resigned that China is unstoppable. We are still in a phase of showing them that and they are still in a phase of learning so things like this are to be expected.
